Site Clearing & Site Preparation Method of Statement

This method statement is to define the method of site clearing works and removal of debris found in the course of clearing works. Site clearing shall be carried out before proceeding with
any site storage or earth works or other permanent works.

Site preparation: Removal and disposal of trees (Girth not exceeding 500mm and height not exceeding 1m), shrubs, bushes, grasses, and roots.

Clearing: Clearing shall include the levelling of absolute dikes, terraces, ditches, etc., cutting and taking down, removal and disposal of everything above ground level. Clearing also involve stripping top soil (average depth at least 150mm to ground level)

Debris: Move and dispose of any debris at designated areas within project boundary that obstruct the works or any other materials that not categorized under site clearing works.

Roles and Responsibilities

Project Manager will be overall responsible for the whole project. The Construction Manager leading the site team will assist the Project Manager in executing all the works.

Supervisors shall be full time on site in monitoring the construction work.

A survey team shall be stationed on site to monitor and control each stage off work. All the major setting out works will be carried out jointly with the Engineer’s Surveyor.

Safety Officer & Environment Officer will be on stand-by all the time to ensure that all health, safety, security and environment matters are handled promptly.

Site Clearing Methodology

Licensed Surveyor shall survey and peg the limit of works.

Joint survey will be carried out to identify and confirm the location and type of trees or other obstacle to be demolished, existing trees to be removed or relocated and existing utility services to be removed as directed by client.

Survey will be carried out to identify and confirm the condition of existing site.

Dilapidation survey report should be submitted to client for verification and shall be approved by employer representative.

Material designated in the Contract or direct by Employer Representative to be salvaged shall be carefully removed and stored and shall be the property of the Employer or Government whichever is specified in the contract.

All necessary machinery/equipment will be mobilized and local traffic management scheme implemented if required.Site Clearing and Top Soil Removal Method of Statement

Liaison with local authorities will be carried out to compile a list of tree inventory to be relocated with the respective area of relocation.

The nearest dumping ground area will be identified and approve by client. Official submission will forward to client once the dumping area is confirmed.

Trees will be relocated as directed by local authorities to new locations.

All other trees will be cut and disposed at a dumping area. All superficial obstruction will be demolished and removed as directed by client and disposed off at dumping area.

Prior to removal of landscaping trees and shrubs, a joint inspection shall be carried out with the local authority.

Top soil up to a maximum depth 150mm from original ground level will be stripped and removed except for soft ground areas.

Solid waste dumpsites shall be predetermined within or outside the site for the dumping of site clearing materials. The Employer’s Representative or the relevant authorities shall approve these dumping sites. All burning shall not allow.

All tree stumps, roots, buried logs and other obstruction shall be grubbed to a maximum depth of 1.0 metre and all site clearing activities shall be recorded in the site clearance checklist.

Existing waterways or drains will be cleared of all unnecessary debris, rubbish and unwanted materials.

All other clearing works up to a maximum distance of 3m outside of right of way as directed that are considered being dangerous for the safe operations for future works by others will be carried out.

Joint survey will be conducted together with client, and Licensed Surveyor for the setting out and ground level survey.

As-built survey shall be carried out by Licensed Surveyor to determine the actual site clearing area, if the actual work done is different with the approved construction drawing.

Health and Safety Requirements

The work will be carried out in accordance with the project safety plan.

Work will be carried out in accordance with the environmental management compliance plan.

Silt trap, wash trough, temporary earth drain and site fencing shall be provided before or during construction if necessary.

Regular housekeeping shall be carried out to ensure that the working areas are kept clean at all time.

Sufficient safety signboard shall be installed at strategic location around the project site and the working area.

All requirements on PPE shall be observed strictly.

Lifting equipment should be inspected and checked at regular intervals and be well maintained before lifting operation.

During operation of lifting, no work is done under loads travelling overhead.

Proper and adequate lighting to be provided when working at night.

All records shall be kept and filed in accordance to the document control set procedures.
